The history of this question is long

and somewhat involved.

On C.0./50073/18 General (in bundle

below) there is recorded the failure of an

attempt to devise a rule of general application

in the Colonial Services as to the seniority

of post-War ex-Service entrants.

In G. 44813/19 M.S. a similar attempt

was initiated in connection with Eastern

Cadets appointed under the Reconstruction

Scheme.

After much discussion, the attempt

was abandoned (M.C./55700/19 Eastern), and

the Governors of the Far Eastern Colonies

were informed that it had not been found

possible to draw up any general rules, but

that it was considered desirable that on the

first promotion of Cadets appointed under

the Reconstruction Scheme the question of

seniority should be readjusted, regard

being paid to their ages and other

qualifications.

So far the discussion had been solely

as to seniority, but on Gov./72111/19 Ceylon

the question of salary was taken up as

distinct from seniority, and it was suggested

to the Governors of the Far Eastern Colonies

that it might be possible to provide that a

Cadet appointed under the temporary regulations,
